G’day, I’m Charles.

I’m an economist based in London working on climate finance, infrastructure development, and public policy.

I’m currently leading economic studies for the UK Government and European Commission, including as the climate finance lead for the Mission Implementation Platform on Adaptation.

My technical work spans the energy and agricultural sectors, including project development, feasibility studies, evaluations, financial modelling, project finance, and market design.

I’m also an active R developer with 20+ packages published on CRAN covering macroeconomic data, climate, and predictive modelling.

Before London, I was an early hire at an Australian boutique advisory and investment firm where I helped build the economics and infrastructure practice from scratch.

Before that, I cut my teeth in strategy and economic consulting at PwC/Strategy&, designing econometric models and geospatial tools for public and private clients.

Before that, I studied and tutored economics at the University of Queensland in Australia. During my BEcon/BSc I studied and researched in the UK (at the London School of Economics), Israel, and Hong Kong.
