G’day, I’m Charles.
I’m an economist working across climate finance, quantitative policy analysis, and infrastructure development.
I lead economic studies for the UK Government, structure climate adaptation finance for the European Commission, and advise on project finance and feasibility assessments across the energy and agriculture sectors.
My technical work spans Green Book compliant impact assessment, scenario analysis, carbon market design, financial modelling, and machine learning forecasting in R and Python. I’m an active R developer with 15+ packages published on CRAN covering macroeconomic data, inflation, climate, and predictive modelling.
Before London, I was an early hire at an Australian boutique advisory and investment firm where I helped build the economics and infrastructure practice over four years. Before that, I cut my teeth in strategy consulting at PwC/Strategy&, designing econometric models and geospatial tools for banks, telcos, and Commonwealth agencies.
I taught economics at the University of Queensland and studied development economics at the LSE.
